Documents Required

All Applicants Must Submit:

• Residence Permit Submission Form (completed and signed)
• Questionnaire for Residence Permit Request
• Additional Questionnaire (for citizens of Russia and Belarus)
• Copy of Valid Travel Document
  • Must include all pages with entries or marks
  • Certified by applicant: “Copy correct, [number] pages, [name], [date], [signature]”
• Recent Photograph (3×4 cm)
• Proof of Means of Support – for the entire duration of stay
• Proof of Planned Place of Residence in Latvia
• State Fee Payment Receipt
• Repeat Application Questionnaire (if applicable)
• Call (Invitation) – required for repeat applications, with noted exceptions.

Category-Specific Requirements

Individual Merchant

• Business plan certified by a licensed auditor
• Proof of personal funds for business setup
• Any applicable permits or licences
• Tax proof: minimum EUR 14,230/year or EUR 1,150/month (pro rata first year)

Official in the Commercial Register

• Tax proof: minimum EUR 21,350/year or EUR 1,750/month (pro rata first year)
• Exemption: If company has over 10 employees and turnover exceeds EUR 2 million

Self-Employed Person

• Certified business plan
• Proof of personal financial means
• Necessary permits/licences
• Tax proof: minimum EUR 9,960/year or EUR 800/month (pro rata first year)

Representative of Foreign Merchant

• Proof of fulfilled business plan
• Evidence of active branch operation in Latvia contributing to economic development

Service Provider

• Letter from foreign employer confirming service assignment in Latvia

Employee under State Project or Agreement

• Document proving involvement in government project/contract

Investor in Latvian Financial Institution

• Confirmation from Latvian credit institution of subordinated liabilities with minimum 5-year term

Shareholder in Capital Company

• Tax proof:
  • EUR 40,000/year or EUR 3,300/month
  • OR EUR 100,000/year or EUR 8,300/month (for larger investment clauses)
• Investment must comply with Section 23 of the Immigration Law
• Subsidiary contributions may be included in total tax amount

Scientist (Scientific Cooperation)

• Document confirming scientific cooperation arrangement

Full-Time Student / Accredited Institution Student

• Signed study agreement with educational institution in Latvia

Internship or In-Service Training

• Agreement between sending organisation and Latvian host institution
• Employment contract if applicable

Medical Treatment

• Agreement with a recognised in-patient medical institution in Latvia

Religious Activity

• Letter of referral from recognised foreign religious organisation

Owner of Immovable Property

• Confirmation of no outstanding property tax debts

Humanitarian Considerations

• Supporting documents proving humanitarian grounds for stay

Photo Specifications

Applicants must provide one recent colour photograph, taken within the last 6 months, meeting the following requirements:

Background

• Light-coloured background (white or off-white)
• Facial features must be clearly distinguishable with good contrast

Quality & Composition

• High-resolution and in clear focus
• Full face visible, with a neutral expression (no smiling)
• No sunglasses, hats, or head coverings
  • Exceptions made only for religious or cultural reasons

Format

• Printed on standard photographic paper (camera print only)
• Photograph must be paper clipped to the visa application form (do not glue or staple)

Important

• If the photograph does not meet the above standards, the application will be considered incomplete
• Applicants may be required to take new photos at the visa application centre’s photo booth
